This error generally means something is missing, such as DLL files. You can try running an update with replace all files selected.
If that doesn’t fix the error, you will want to locate the cube icon by the clock.
(Your icon will be gray.)
Right click on the cube and select About in the menu that pops up. This window will show you the version of Cache that is being run:
If you do not see 2016 at the beginning as in the above screenshot, there are 3 files that need to be copied to your system. It is possible these are missing or have become corrupt. You can complete the steps in the Cache 2011 Install document referring to the 3 files that need to be copied to C:\Windows\SysWOW64 to try and fix the issue.
